Senator Chuck Grassley (R-Iowa) has revealed alarming data from the Department of Health and Human Services (HHS), indicating that the Biden-Harris administration placed over 11,000 migrant children with unvetted sponsors between January 2021 and January 2025. These sponsors were neither parents nor legal guardians, and the children were not subjected to mandatory FBI fingerprinting or background checks, violating federal law (8 U.S.C. 1232(c)(3)(A)) .
Additionally, the administration failed to conduct home studies for more than 79,000 children under the age of 12, including nearly 2,000 cases where a home study was recommended. Federal regulations require these studies before releasing children to sponsors who are not their parents or legal guardians .
Grassley also disclosed that between 2021 and 2024, the Office of Refugee Resettlement (ORR) ignored over 65,000 “Notices of Concern,” including more than 7,300 reports of human trafficking. These reports, mandated by law to be addressed within 24 hours, were neglected while the administration expedited the release of children from overcrowded detention facilities .
In response to these findings, Grassley has initiated a comprehensive investigation into the HHS’s unaccompanied migrant children program, demanding accountability from contractors and grantees who received over $9.3 billion in taxpayer funds but failed to ensure the safety and well-being of these children .
The Trump administration has since launched an interagency initiative to address these issues and end the abuse, processing over 28% of the previous administration’s backlog, resulting in multiple investigations and prosecutions .
