A New York appellate panel has struck down the massive civil fraud penalty—exceeding $500 million with interest—that a state court had imposed on President Trump, ruling it violated the Eighth Amendment’s ban on excessive fines.
However, the court upheld the trial judge’s finding that Trump, his company, and certain executives (including his two eldest sons) had committed fraud by inflating his net worth to secure favorable financial terms.
Importantly, some non-monetary penalties remain in place:

A three-year ban preventing Trump from serving in corporate leadership roles in New York.

A three-year restriction on obtaining loans from state-registered banks.

A two-year prohibition on his sons acting as directors or officers of New York companies.
Trump celebrated the ruling on social media, calling it a “TOTAL VICTORY” and praised the court’s decision to reject what he characterized as an “unlawful and disgraceful” penalty
Attorney General Letitia James, who led the lawsuit, reiterated that the appeals court affirmed the judge’s fraud finding and confirmed the legal merit of her case. She plans to appeal to New York’s highest court.
