Meals on Wheels forced to shut down Portland location over crime, safety concerns

The Portland chapter of Meals on Wheels People has officially closed its Elm Court location in downtown Portland, alongside another site in Hillsboro, citing mounting safety concerns and financial pressures. The Elm Court spot, which had served seniors since 2007 as a hub for meal deliveries to homebound individuals, became increasingly dangerous over time. The nonprofit’s CEO, Suzanne Washington, highlighted recurring threats in the area—including drug activity, discarded needles, human waste, and fires started at the building’s entrance. In a particularly alarming incident, staff even had to navigate past a human body to enter the facility.

Washington explained that the closure stemmed from persistent danger: “Drug dealing, threats of violence, safety issues around needles and defecation” made it impossible to ensure the safety of volunteers and staff, who had faced knife threats and fires being set at their doorstep.

Financial factors intensified the strain. The organization had to slash over $1 million from its 2025–26 budget, much of which had previously been supported by pandemic-era federal relief like the American Rescue Plan. Maintaining the Elm Court site—paying rent and utilities—became less justifiable when resources could be redirected toward direct meal service.

Services previously handled at Elm Court and Hillsboro are being transferred to other Meals on Wheels locations, ensuring continued meal delivery for seniors in those communities.
