New documents shed light on Renee Good’s ties to ICE monitoring efforts in Minneapolis

The woman shot and killed by an Immigration and Customs Enforcement agent in Minneapolis last week, Renee Good, served on the board of Southside Family Charter School, which had shared materials encouraging parents to monitor ICE activity and attend related training sessions.

The documents, including a December 16 “School Report,” thanked families participating in “ICE watch” and linked to guides promoting nonviolent resistance tactics. These included using whistles to alert neighbors and refusing to comply with ICE requests, while suggesting that crowds, noise, and traffic could complicate detentions. The materials did not advocate violence or explicitly call for blocking vehicles.

Federal officials have pointed to Good’s connection to these efforts as central to their review of the shooting, which occurred after she partially blocked a street with her SUV during an ICE operation. An agent shot her as she accelerated; videos show she was turning away, though it remains unclear whether her vehicle struck the officer.

Trump administration figures, including Homeland Security Secretary Kristi Noem and Vice President JD Vance, have described Good’s actions as “domestic terrorism,” alleging she had been following agents. No evidence has been publicly provided to support those claims.

However, four legal experts who reviewed the materials said they reflect longstanding traditions of nonviolent civil disobedience. Timothy Zick of William and Mary Law School said nothing in the documents suggested harming agents or damaging property. Gregory Magarian of Washington University School of Law called the idea of investigating protest organizers instead of focusing on the shooting “appalling and dangerous.”

At least six federal prosecutors in Minneapolis reportedly resigned amid pressure to prioritize investigating Good and others involved in protest efforts.

Good had joined the Southside board in August 2025 after moving to Minneapolis with her wife and young son. The small charter school, founded in 1972, emphasizes social justice education and community activism. Friends and former staff described Good and her wife as active, supportive parents.

Following the shooting, some school staff have reported receiving threats after their personal information was shared online.
